Funeral arrangements have been made for two local teens that were killed in a car crash Tuesday near Williamston. Juliana Ward-Brown, a Howell High School student, and Darian Locklear, a Brighton High School student, both 16, were on their way to hockey practice in Lansing Tuesday when their vehicle went out of control as they drove westbound on I-96, entered the median and hit a tree near Williamston Road. Darian’s visitation will be on Saturday from 4 to 9pm at Phillips Funeral Home in South Lyon. A funeral service will follow there on Sunday at 10:30am. The Darian Locklear Hockey Scholarship Memorial Fund is being established to help a young hockey player reach their dreams of playing college hockey. Donations can also be made to the HAVEN of Oakland County in lieu of flowers. All funds collected will be used to build a new playground to be named after Darian. Juliana’s visitation will be held Sunday from 2 to 8pm at MacDonald’s Funeral Home in Howell. Her funeral will then take place Monday at 10am at St. Agnes Catholic Church in Fowlerville. Memorial contributions are suggested to the Humane Society of Livingston County. Friends have also set up a GoFundMe account to help the family with funeral costs. Free tax help is available to residents throughout Livingston County who qualify. The Accounting Aid Society offers preparation and filing of federal, state and city income taxes for free, along with various credits. Amended returns can also be done, along with tax returns for three years prior if someone didn’t file. To qualify, both taxable and non-taxable household income must be less than $54,000. There is no age limitation. John Dillon is a longtime volunteer and site coordinator for the three Livingston County locations: the Brighton Senior Center, the Howell Carnegie District Library and the Brighton District Library, which is new this year. Dillon says the need for the service is definitely there, as they did about 100 more returns last year than in prior years. Dillon says preparers are well trained and there is a pretty detailed process to make sure clients get the best benefit possible on their tax returns, including various credits. There is also a quality review process. He says all tax preparers volunteer their time and are re-certified every year, noting everything is very secure and all of the returns are doubled checked for accuracy. No returns will be E-filed or given to client without being reviewed by a second individual, which Dillon says takes little bit of time but ensures accuracy. He tells WHMI new security measures were also implemented by the IRS this year. This year’s tax filing deadline is April 17th, due to a national holiday. Dillon cautions that appointments fill up very fast and photo ID is required. He says most all clients E-file but they will also paper file if needed. A multi-vehicle crash on US-23 near Fenton Friday morning left one person dead. The crash occurred just before noon on northbound US-23 near the Torrey Road exit when a 2014 Chevrolet Cruze was rear-ended by a semi-truck as it slowed for traffic. The truck, which was driven by a 54-year-old Flat Rock man, ended up on top of the Cruze, which was pushed into a cargo van in front of it. The driver of the Cruze, identified only as a 33-year-old Clio woman, died from her injuries. The 44-year-old North Branch man driving the cargo van was transported to Hurley Medical Center with non-life-threatening injuries. The truck driver was not injured. Police closed the highway near the site of the crash for several hours and diverted traffic onto Silver Lake Road. The Fenton fire and police departments and Genesee County Sheriff’s Office assisted on scene. (JK)

The first of two free tax preparation help sessions will be held at the Pinckney Library later this week. On Thursday, from 9:30am to 2:30pm, AARP Foundation Tax-Aide volunteers will be available at the Pinckney Community Public Library. The Foundation offers free tax preparation help to anyone who needs it, with special attention to those who are 50 or older or have low to moderate income. Appointments will be scheduled for an hour and must be made in advance, which can be done by visiting the library. A second help session will also be held next month on Thursday, March 15th, at the same time. February is National Children’s Dental Health Month and a local dentistry is raising awareness by offering kids the chance to win a bicycle and helmet. My Community Dental Centers, or MCDC, has 36 locations statewide, one of which is located on Byron Road in Howell. To promote National Children’s Dental Health Month, each MCDC will be holding their own bicycle sweepstakes. Throughout the month, any child can go to MCDC and enter their name into the ballot box. They are not required to be a patient. A name will be drawn on Thursday, March 1st and the winner will receive a bicycle and helmet. MCDC Marketing Coordinator Amanda Kelley says the contest encourages children to develop and maintain good oral health habits.Kelley says children who establish good oral hygiene habits are more likely to continue that behavior as adults and therefore will experience far fewer dental problems, maintain a positive self-image, and perform better in school. A Green Oak Township teen who was critically injured when a car he was working on fell on top of him has passed away. 16-year-old Tanner Bryan had been recovering in the intensive care unit of the Children’s Hospital in Detroit, but succumbed to his injuries Monday, according to a GoFundMe page created to help the Bryan family with medical expenses. A funeral mass was held for Tanner in South Lyon Friday morning. In lieu of flowers, donations are being sought for the Bryan family for a future scholarship fund for his sisters. Tanner was changing a tire on his vehicle in the driveway of his home January 25th and had crawled underneath the car to inspect something. Police say it appears that the scissor jack holding up the vehicle slipped, and the vehicle fell on the teen while he was underneath the car. His mother observed the incident and ran to a neighbor for help. Crews with the Green Oak Fire Department extricated the teen by lifting the vehicle off of him with hydraulic tools, and he was subsequently transported from the scene to the hospital. Nearly 370 people within four days raised more than $20,000 through the GoFundMe account that had been set up for Tanner’s medical expenses. The page states that Tanner was a kind and loving young man, who touched many lives and those that knew him looked up to him and admired him. He is survived by his parents and three siblings. A popular breakfast series is serving up another progressive discussion centered on navigating autonomous vehicle technology. Good Morning Livingston this week will feature a third discussion on the topic of where autonomous vehicle technology is heading. Panelists will present on several topics and answer questions from the audience. Organizers say with Livingston County being home to many Tier 1 and Tier 2 manufacturing facilities that support the automotive industry, the topic will become more and more important for the county to be well-versed and highly knowledgeable about. Panelists will include Seun Phillips from PlanetM, a partnership of mobility organizations, communities, educational institutions and government agencies working together to develop mobility technologies driving the future. He’ll talk about why the state has created the PlanetM brand and why it is important to be at the table in this industry. Also speaking is Pierre Bourgin of NAVYA, a French company that’s produced an autonomous vehicle used at M-City, Las Vegas and in Australia. The company has a production facility in Saline and recently released a ride-sharing autonomous taxi and Bourgin will talk about what’s possible right now in the world of autonomous vehicles. Panelist Adela Spulber from the Center for Automotive Research will address the three things that will affect cities and municipalities planning for autonomous vehicles. A woman who found someone else’s wedding album in a cabinet she just purchased is reaching out to the community to help find the owners of the album. Tracy Banish of Milford found the small, gray wedding album in a gray hutch she purchased less than two weeks ago from the Walnut Street Marketplace & Howell Holiday Boutique in downtown Howell. Banish says the only identification is the couple’s first names listed in the book, Anthony and Kate, and their wedding date of October 6th, 2016. She guesses the couple is in their early 30s and believes the groom may be of an Indian culture, based on outfits worn by his side of the family in the pictures. Banish found the album inside the hutch, in a pocket meant to hold wine bottles. She tells WHMI she has tried to trace the original owner of the hutch, but to no avail. Banish contacted the person she had bought the hutch from. That individual didn’t know whose album it was and said they had purchased the cabinet from a wholesaler in Ann Arbor. The brand-new Ethan Allen hutch had been returned to the wholesaler, though the person who had purchased it from the wholesaler wasn’t sure who it originally came from. Banish says she posted pictures and information about the album on a handful of Facebook pages, as well as her own personal page. Her post has been shared over 500 times, leading to plenty of suggestions of how to identify the couple; one being through the photographer. Banish says unfortunately, there isn’t a name or watermark for a photographer in the pictures or album. Residential units could be coming to Hartland Towne Square if the property’s management company and developers are able to sway township officials. RAMCO Gershenson representatives recently met with Hartland Township officials to discuss potentially changing the allowable use of 20 acres within the development, which is located on M-59, adjacent to US-23. The development is home to Meijer, Taco Bell, Belle Tire, Tim Hortons, Culver’s and soon, the Emagine Entertainment movie theater. The property is currently designated as commercial use; however Ramco reps are proposing the northwest corner be changed to multiple-family residential. Ramco is currently working with residential development company Redwood Apartment Homes to possibly bring apartment units to the property. Ramco’s Senior Vice President of Development, Edward Eickhoff, came before the township’s Planning Commission Thursday to hear their thoughts on the proposal, as it would require amending the original Planned Development. Eickoff told commissioners the ability to lease the property for commercial use has been “challenging at best”. Several commissioners said there was a standard Redwood would have to meet in order for them to be on board with the zoning change, noting that they weren’t impressed with Redwood’s example pictures. Planning Commission Chairperson Larry Fox said they would “need to up their game”. Commissioner Tom Murphy wasn’t present at the meeting, but said in an email prior to that he could not support a request to rezone the acreage to residential. The township’s Board of Trustees is also expected to weigh in on the issue at their February 20th meeting. (DK)

The investigation is complete into allegations that a former Brighton woman accepted donations through a bogus online fundraising account. The Brighton Police Department turned over their report last week into a potential fraudulent GoFundMe account called “Candace Kicks Cancer” that had been set up for Candace Streng. Brighton Police previously said there was enough information from independent sources to strongly suggest the account was fraudulently used to accept donations based on Streng’s claim to have stage four breast cancer. GoFundMe records show 399 people donated money totaling $31,645 since April 15th, 2017. Livingston County Prosecutor Bill Vailliencourt tells WHMI that his office has received the report and it is now under review Several fundraisers were held for Streng over the past year with friends rallying to her side. However, a statement from a group calling itself Candace's South Lyon Play Group said, "We were recently informed that our "friend” Candace lied for several years about struggling with stage four breast cancer. We let her into our homes, our families and our checkbooks. We had no prior knowledge of her deceit and are fully cooperating with the investigation. We sincerely hope Candace gets the help she so desperately needs." GoFundMe has closed the account, banned Streng, and is working with the Brighton Police Department to refund all the donors. (JK)

With the shifty winter weather this season, motorists are either encountering snow storms or troublesome potholes. Due to the weather patterns this year and temperature spikes, the whole winter has basically turned into pothole season according to MDOT Spokeswoman Jocelyn Hall. She says the freeze-thaw cycles wreak havoc on roads and it’s frustrating for everyone, so they appreciate any feedback from the public about where potholes are located. Hall says once they know where potholes are located; they can get crews out quickly to fill them before motorists encounter them the wrong way – meaning damaging vehicle, a tire or rim. Hall says patch crews have been out and working proactively to stay on top of the situation. However with more snow sure to come, she says crews will just continue to switch back and forth between plowing and salting or patching the roads. Hall tells WHMI that will likely be the nature of the remainder of this winter to keep roads passable for drivers. Hall says they appreciate public feedback about where potholes are located so crews can respond before they get worse or damage vehicles - either to MDOT or the applicable local road agency. She asks people report potholes as quickly as possible by either calling any MDOT office or submit an electronic form on MDOT’s website. The link is provided. Hall notes it’s helpful to provide specifics about the route and area so crews can focus on a general location. Any “MI” or “US” route is considered an MDOT road, while others are usually under jurisdiction of the local road commission. Freeway ramps are considered state trunk line. (JM)

Uptown Coffeehouse in downtown Howell will be the hot spot to tie the knot this Valentine’s Day. I Do's Your Way will be providing free wedding officiant services to couples at Uptown Coffeehouse on Wednesday, from 11am to 7pm. Howell resident and ordained minister Bill Fenton says he’ll keep it short and simple; couples just need to RSVP and bring their marriage license. Fenton has been an ordained minister for over six years and has married more than 1,000 couples in that time. The coffee shop weddings began after Fenton noticed a need for a simple and affordable way to legalize a marriage. Brighton Township officials aren’t planning to increase sewer system rates for the coming year, assuming a proposed settlement in a lawsuit against the municipality goes according to plan. At a budget work session last week, Township Manager Brian Vick explained to the Board of Trustees that a number of assumptions have been used to create a model that suggest a rate hike may not be needed for user and debt service charges. The number of Residential Equivalent Units, or REUS, that have been purchased historically, the rate, return of investment and attorney costs were all factored into the equation. Using the model, the township’s Utilities Committee has recommended the user charge remain at $106 and the debt service charge at $80.50, both per REU per quarter, for the 2018/2019 fiscal year. While maintaining the status quo rates was recommended and generally accepted based on the board’s discussion, it’s not official. The decision likely won’t be made until officials know the outcome of a lawsuit that was filed by a group of original sewer system users who allege the township has overcharged them in assessment fees for years. A proposed settlement was reached at the end of January and Vick says if it goes accordingly, a rate increase wouldn’t be necessary. There’s no guarantee that the settlement will move forward as planned, especially as some of the residents represented in the lawsuit aren’t entirely on board with the proposal. A hearing in April will bring the settlement before a judge. If the settlement derails, Vick says an increase may be needed as legal defense funds have been charged to the sewer operations and maintenance fund, sucking up a good chunk of its contents. (DK)

A meeting is set this week on a proposal by an energy company to construct an electrical power plant in Handy Township.As WHMI first reported in January, the property in question is 145 acres located at Mason and Truhn Roads. Competitive Power Ventures, or CPV, has an option on the property, giving them a two-year due diligence period to decide whether it’s a good location for their project. The Handy Township Planning Commission will consider the plan at its meeting Wednesday. The company operates plants in Maryland and New Jersey, with others under construction in three other states. The company’s facilities burn natural gas to generate electricity, which officials say makes the Handy Township property an ideal location as it is near the intersection of the Vector and Rover natural gas pipelines. Handy Township Supervisor Ed Alverson says if a plant is built in the township, it could provide power to parts of Michigan, Indiana and Ohio, and believes it would stabilize prices. He says it would also bring in hundreds of construction jobs, positions for plant workers, and would serve as a good economic boost to the region. However, many residents who live in the area have expressed concern about what the plant will do their property values as well as its impact on their quality of life. Alverson says if the company decides to move forward with the plant at the end of the due-diligence period, the facility would take approximately three years to construct. Wednesday’s meeting is set for 7:30pm in the Fowlerville Junior High School auditorium on Sharpe Road to accommodate an expected large turnout. (JK)

The Wall That Heals is coming to Livingston County this summer. The Livingston County Board of Commissioners last week approved a resolution in support of the traveling memorial that honors veterans of the Vietnam War. The Disabled American Veterans or DAV Chapter 125 and Auxiliary 125 are hosting the replica, which will arrive on August 22nd at the Livingston County Spencer J. Hardy Airport. After set up, it will be open 24-hours a day for public viewing from August 23rd through the 26th. Security will be on site. The wall will be arriving from Ohio and details for an escort are being worked out but the general path is expected to include US-23, and then down Grand River through Brighton and Howell to the airport. Livingston County will be the only Michigan presentation in 2018. Various DAV representatives were in attendance and thanked commissioners for all of the support, as well as help in securing the Livingston County Spencer J. Hardy Airport as the event location. Commissioners all agreed that hosting the replica is huge for the county and thanked the DAV for putting it together. The traveling replica has 58,318 names of those killed in action and features various educational aspects, including artifacts from The Wall in Washington D.C. and a trailer with computer panels that can be programed to feature local veterans. Senior Vice Commander for DAV 125 Auxiliary Paul Desha is serving as co-chair of The Wall That Heals program and project. He tells WHMI it’s going to be a significant event for Livingston County and help and support from the community will be sought in terms of volunteers, sponsorships and those willing to host fundraising events. He says education is a big part of the event and they want Vietnam Veterans to sit down and share their stories to help educate youth on what the war was about and what the wall represents. Desha says there will be opening and closing ceremonies, an Agent Orange awareness program, as well as a day dedicated to focusing on military first responders. Meanwhile, Desha says part of the program with the Vietnam Veterans Memorial Foundation in Washington D.C. is a search for photographs of every name on the Wall. A plea has been entered by a Leslie man who hit public safety workers with his vehicle before fleeing from police. 26-year-old Brian Cremeans is charged with fourth-degree fleeing a police officer, and two counts each of felonious assault with a dangerous weapon and resisting/obstructing/assaulting a police officer. He pleaded guilty to all counts at a hearing in Livingston County Circuit Court Friday. In exchange for his plea, prosecutors agreed to amend the two counts of felonious assault and dismiss a habitual offender charge. Cremeans will be sentenced March 8th. Authorities say Cremeans was found passed out in his vehicle around 2am on December 9th at the Mobil Gas Station on Fowlerville Road in Handy Township. Cremeans was reportedly unresponsive. When he awoke, he put his vehicle in reverse and accelerated, striking a member of the Fowlerville Fire Department and a Livingston County EMS worker. Both sustained minor injuries. The vehicle also struck an ice cooler, a Fowlerville fire truck, and a Livingston County EMS ambulance. Cremeans then fled on Fowlerville Road into the Village, where Fowlerville Police located his vehicle and attempted to initiate a traffic stop. Cremeans continued to flee east on Grand River, however stop sticks deployed by deputies from the Livingston County Sheriff’s Office deflated two of the vehicle’s tires. After deputies stopped the vehicle, Cremeans resisted verbal commands, prompting deployment of a taser to take him into custody. (DK)

Plans for a new brewing company in Howell Township progressed Monday night as the township board approved three licenses. For nearly four years Brad Jonckheere has been working towards bringing a new brewery to Howell Township. Jonckheere, who also brews for Block Brewing Company in Howell, is in the process of turning a vacant office building on Mason Road into Schmucks Brewing Company. Jonckheere described the future brewery as a fun neighborhood hangout geared towards families featuring food, craft beers, wines, and spirits along with both indoor and outdoor activities. In order to move forward, Jonckheere addressed the Howell Township board members on Monday night seeking approval for a Micro Brewer, Small Wine Maker, and Small Distiller license. The board unanimously approved all three licenses. The three licenses will allow the brewery to brew and serve several thousand barrels of alcohol each year. With all three licenses gaining approval, Jonckheere said he looks forward to taking the next steps in getting his brewery up-and-running. He told WHMI his next steps include funding and construction. Jonckheere hopes to have Schmucks functioning by the Summer of 2019. (DF)

Road repairs are planned for a portion of Grand River that runs through the City of Howell. The Michigan Department of Transportation will be repaving Grand River from M-59 to National Street in the summer of 2020. The work will consist of a two-inch mill and overlay and will be funded entirely by MDOT. Because the project will entail major pavement upheaval, the city is looking to coordinate the work with a separate project. Replacement of the Grand River water main from the viaduct to Highlander Way is included in the city’s 10-year infrastructure plan. City Manager Shea Charles says officials are trying to determine when they want to tackle the water main project. Notes from a recent council retreat work session indicate officials only want to tear up Grand River’s pavement once, however replacement of the approximately 100-year-old water main could be split up over a number of years. The water main is reported to be past its service life, being deficient in size and fire flow. The replacement project is expected to cost around $6 million dollars. At their retreat, council members agreed staff should begin preparing a debt schedule and rate tolerance, as well as look into preliminary engineering. A potential timeline for coordinating the water main and MDOT’s pavement project could come before council next month. (DK)

The first candidate has emerged for a judicial seat set to be created next year. Dennis Brewer, the former president of the Livingston County Bar Association, has announced his candidacy for an open seat on the 44th Circuit Court in Livingston County. Currently held by Livingston County 53rd District Court Judge Carol Sue Reader, the judicial seat will move from the 53rd District Court to the 44th Circuit Court on January 1st, 2019 following a recommendation from the State Court Administrative Office. The first term of the new seat will be for eight years instead of the usual six, so that judicial seats will eventually be staggered and up for election every two years. Reader is prohibited from running again due to age restrictions. Brewer is the first candidate to announce his candidacy for the seat, and has lined up endorsements from 8th District Republican Congressman Mike Bishop as well as State Representatives Lana Theis of Brighton Township and Hank Vaupel of Handy Township. He also has endorsements from Livingston County Sheriff Mike Murphy; Livingston County Commissioner and former Sheriff Bob Bezotte; Livingston County Register of Deeds Brandon Denby and Livingston County Undersheriff Jeff Warder. Brewer unsuccessfully ran against 53rd District Court Judge Theresa Brennan in 2014, losing 57-43% Brennan has since become embroiled in an investigation by the Judicial Tenure Commission and Michigan Attorney General’s Office for her handling of a double murder trial in which she is accused of hiding an affair with the chief witness in the case. In his announcement, Brewer said that he thinks, “we’ve seen very clearly that our judges need to have not only an outstanding legal background, but also the temperament, character and integrity for the job,” qualities he says he possesses. The Hartland Township resident has been in private practice in Brighton for the past 19 years. He graduated Cum Laude from the Thomas M. Cooley Law School and began his legal career as a clerk for 53rd District Court Judge Frank Del Vero. From 2007-2008, he served as president of the Livingston County Bar Association. Brewer and his wife, Melanie, have three sons, Caleb, Drew and Preston. He currently serves as the President of the Hartland Area Youth Athletic Association (HAYAA), and serves on the school board at Light of the World Academy in Pinckney. (JK)

Local hockey enthusiasts will get a chance next month to watch a game featuring several Red Wing legends while benefiting five local charities. One of those who will lace up the skates for the 9th annual Hockey Night in Brighton is Steven Bearden from the Von Voigtlander Foundation, who says the proceeds will benefit North Star Reach, Livingston County Shop With a Cop, The Arc of Livingston, Reaching Higher and the Michigan Lupus Foundation. Bearden says this year the foundation has decided to step up and try and make a major impact by matching dollar for dollar all donations up to $10,000. The game is set for Saturday, March 10th at the Kensington Valley Ice House. There will also be a fundraising dinner and auction afterward.
