7/12/13 - Young local drivers should start putting away their cell phones when they are behind the wheel if they want to avoid some stiff fines. Starting today, new legislation known as Kelseyâs Law takes effect in Michigan. Teenage drivers with Level 1 or Level 2 licenses are now prohibited from using a cell phone while driving, even if it is just to talk. Exceptions to the law include emergency situations and integrated, voice-operated devices. The law is named after Kelsey Raffaele, a 17-year-old girl from Sault Ste. Marie who was killed in a cell-phone related crash in 2010. The state will be putting out brochures, posters, and billboards to increase awareness of the new law, which is aimed at improving safety among teenage drivers. Violators will not receive points on their license or be prohibited from gaining a full license, but each violation will carry a $100 fine and up to $100 in additional fees. (TD)
