2/21/14 - Brighton City Manager Dana Foster presented a proposed 2014-2020 Capital Improvements Program to the City Council Thursday night that, in unfunded projects, is down from the previous total. Foster says that the proposed CIP for the next six years is down to $8 million from a previous bottom line of $20 million. Foster reviewed over $2.7 million in what he calls needed infrastructure projects the coming fiscal year starting July 1. The project with the highest price tag is reconstruction of residential streets, which totals an estimated $1.3 million. Next in line is residential curb-and-gutter, at a cost of $765,000. The third-highest dollar figure goes to a heating, ventilation and air conditioning system â or HVAC - upgrade for the wastewater treatment plant. The project comes with a price of $200,000, although Foster says he could get that down. After that comes replacement of the city hall roof at $159,000; replacement of snow plowing equipment for $150,000, and repaving several residential streets at about $95,000. Foster says no way to finance the projects has yet been found, but he told council the city needs to find funding mechanisms for what he calls the âcriticalâ city projects. Over the full six years from 2014 to 2020, Foster identified street and storm infrastructure, water and sewer infrastructure and facilities, vehicles and equipment replacement, public facilities and parks, and technology as capital improvements needs through 2020. Council took no action on the presentation, which was merely for informational purposes. The matter will be brought up again when it comes closer to the time when council will adopt the 2014-15 fiscal year budget.
